Intelligence Must Adapt to Openness and Be Profesional
Jakarta (08/25/2014) - The condition of the current intelligence with past intelligence has been very different. The difference is the form of the threat seen from different viewpoints. Great intelligence to prove it depends on the time, the threat and the interests of his country. Similarly, the State Intelligence Agency (BIN) that has changed from time to time, especially after the reform, intelligence must be open and professional as demanded by law. The following are excerpts of interviews with Sartomo Sardjono, BIN lecturers and a professor at the State Intelligence University, Sentul, Bogor, some time ago.
1. What do you think of intelligence in various country today ?
All states require the existence of intelligence to maintain the integrity of the country. Each intelligence in any country must have a different experience in maintaining national security. The most prominent differences in each country's intelligence is a form of threat. Each state has the intelligence with different threats. So, it can not be equated and compared because back in the nature of the threat that each country is different. If countries have more threats within, the intelligence will also conduct higher performance. If a country is said to have the threat of war, not necessarily intelligence is said to be weak. All lie on the different dimensions of threats associated with the interests of the country, so it can not be inferred intelligence is weak or does not work.
2. How is intelligence facing today's era of openness ?
Every job has their own closed side, but the ‘closed’ word isn’t supposed to be negatively interpreted. For example, a doctor, can doctor always be democratic and open ? although in an era of openness and reform, all remain set in the doctor's code of ethics. A disease history of every patient should not be told, for example, it’s not allowed to tell the patients to get ready for dying as their condition doesn’t show a good progress. Code of ethics must be accounted for, if infringed, it must be accountable to Council of Honor. Other professions, journalists known as the most democratic profession in the world, are not allowed to mention specific resources according to the code of conduct. Accountants also should not be arbitrary provide research results to anyone on the financial statements of the companies concerned. So also with researchers, they will close before the research is complete and announce the results of his research. Thus, we can conclude and say to the public that all professions including BIN not everything is open, should consider the things that was supposed to be closed. Do not think that it only belongs to the closure of intelligence, all professions also have elements of the closure. Intelligence in this era of openness should be able to sort out which ones should be sealed and which can be opened. Intelligence must be able to adapt to any situation, including in this era of openness.
3. How can intelligence adjust the progress of democracy ?
If we look at the progress of today’s unstoppable democracy, according to my experience in the world of intelligence during this time, the actual personnel itself are capable of adapting to the conditions in any era. In the era of war and peace, intelligence continues to run. As stated by Chinese strategist, Tsun Tzu, in war and peace intelligence must know the strengths and weaknesses of themselves and their opponents, as well as their demeanor. Furthermore Tsun Tzu said that intelligence can be used in times of war and peace. In a war situation, it can be used to find strengths, enemy’s weaknesses, and enemy attackers, while in a state of peace it’s used to map the potential power of ownself. Again, in a state of war or peace, intelligence is absolutely necessary. The perception that the intelligence hits democracy, is considered to be very narrow, people do not understand the essence of intelligence. Peace in the meaning of beneficial to development isn’t always connoted by facing the enemy. Intelligence takes a big role in a development that gives so many advantages to society. Intelligence has a wide strategical components, covering the whole of human life, so intelligence can adapt to the development of democracy and human rights are not violated.
4. How could intelligence face asymmetric warfare in the era information ?
In facing the asymmetric warfare, the key word is improving the quality of human resources. Intelligence must be able to face any progress challenge in the era of openness and information warfare. Information technology is growing rapidly, so the human resources of intelligence in particular should be able to compensate. Therefore, the quality of the education agency that prepares BIN’s human resources must be qualified in order to produce professional generations of intelligence. Intelligence technical education should be expanded, especially in the field of training both at home and abroad. State Intelligence University (STIN) quality should be improved both the students and the teachers. Intelligence is very important for the country. Intelligence can adapt to the changing times as well as democracy, so it’s not violating human rights. Intelligence operations can be done in a very subtle way, which can be beneficial to the community, state and nation.
5. How does BIN face this year of politics ?
The intelligence must always be prepared in facing all the problems, including facing the political year 2014. BIN has done its job very well. Head of BIN is able to locate the position of intelligence professionally, which means BIN isn’t one-sided towards certain party, but one goal for the interests of the nation. Besides, I always remind any duty, any threat, human intelligence must be prepared from the outset. The readiness, allowing 60-70 percent of the task to be completed properly. To assign people who do not understand would rise up the failure rate. A professional intelligence will be able to deal with any problems that exist in front of him.
